The fifth and final workshop of the global CABUREK Programme in the scope of the project “Metrology for Digital Transformation in International Cooperation” (M4DT-IC) was held in Bangkok, Thailand from 17 to 20 November 2025. With this workshop, the CABUREK process of almost two years is coming to an end.
During the workshop, participants from 31 countries all over the world presented their accomplishments, explored the next steps, and worked on systematizing their experience and knowledge gained on the three topics they addressed: digital transformation strategies (DTSs), digital calibration certificates (DCCs), and digital process management (DPM). As part of the presentation, each of the 29 CABUREK participants elaborated a poster of their project, describing their achievements and the benefits of digital transformation.

Participants and their coaches elaborated roadmaps to document what they learnt and found out when developing DTS, DCC, and DPM. These roadmaps defined the steps to be taken and described needed resources, success factors, meaningful alliances, as well as risks and challenges to be considered. As part of the CABUREK process (2024-2025), the M4DT-IC project developed knowledge products, the so-called “information modules” that are also planned to be made available to other PTB project partners in the upcoming months.

As is usual in CABUREK workshops, an awareness-raising seminar was also held for the stakeholders of the host institute. This time, the seminar was organized and implemented by NIMT, the national metrology institute of Thailand. The CABUREK Programme contributed to and participated in the morning session. All in all, one hundred and fifty participants from government (QI programme), industry, calibration laboratories and NIMT attended the event.
The summary of the achievements of the whole CABUREK Programme is shown below, organized in three thematic working groups:
- WG1: Strategic plans for 10 NMIs; alignment of NMI DTS with government digitalization strategy; pilots on automation processes; awareness raising on DT; electronic certificates, DPM & DCC implementations.
- WG2: DCC in XML format; DCC in PDF format; PDF with embedded XML and PDF with QR code for authentication.
- WG3: Web portals; documented workflows; capacity building and interaction; automation of processes; stakeholder engagement.
Some of the testimonials about what CABUREK meant to the participants are shown below:
- “CABUREK provided a unique opportunity to accelerate digital transformation in metrology, connect with international experts, and apply global standards and solutions in Mexico. The programme’s collaborative model and practical sessions made it possible to identify relevant challenges, exchange real-world experiences, and strengthen institutional and personal skills for future innovation and cross-border cooperation” (CENAM, México).
- “CABUREK has been highly valuable for building both technical knowledge and strategic capacity. It not only enhanced my understanding of digital transformation in metrology but also provided practical tools and a strong professional network. The experience directly supports the progress of my project on Electronic Verification Certificates – Guideline and Pilot Study, ensuring that the pilot is aligned with international best practices and future-ready” (STAMEQ, Vietnam).
- “The CABUREK Programme has been a transformative experience, providing both strategic direction and practical tools for implementing digital solutions in metrology. It promoted collaboration, improved internal capacity, and helped align our project with national and international digital transformation goals. Continued support and follow-up mechanisms would be valuable to sustain momentum and scale impact. My improved perception sees digital transformation as the digital quality infrastructure (DQI) itself, beyond DCC into full ecosystem integration. New projects must focus on AI-ready data validation, digital conformity platforms, and predictive metrology via digital twins to institutionalize momentum and scale value” (GSA, Ghana).
- “The CABUREK Programme has been highly valuable in enhancing both my personal capabilities and the institution’s capacity to implement digital transformation initiatives. It provided structured methodologies, practical tools, and exposure to international best practices that were previously unavailable. Through participation, I gained a deeper understanding of specification-driven digitization, process modelling, and digital workflow management, enabling me to propose actionable, sustainable solutions for our metrology services. Beyond technical knowledge, the programme strengthened my strategic thinking, problem-solving skills, and professional network. I believe the lessons learned will have a lasting impact, supporting ongoing and future digital initiatives within our institution and the broader Namibian metrology community” (NSI, Namibia).
