We are pleased to announce the publication of two studies that have been pivotal in shaping PTB’s recent bilateral project called “Promotion of Quality Assurance Services for Sustainable Energy in Viet Nam (2022-2025)”. The studies explore standardisation and the broader landscape of conformity assessment and metrology for the photovoltaic (PV) sector in Viet Nam. Both studies were prepared by international and national consultants and thereafter used intensively for internal project work.
Right at the beginning of the project’s second phase (2026-2029), the official study versions are now available for download. While the renewable energy markets and framework conditions in Viet Nam are changing rapidly, most of the study content remains highly relevant and will also support the project’s new phase. Of course, information will be updated where necessary, also taking into account the project’s previous achievements.
Standardisation Study
The study reviews the state of PV standardisation in Viet Nam and assesses gaps by comparing national standards with international practices and those of other countries. It finds that although Viet Nam has a relatively developed catalogue of PV standards and an institutional framework for standardisation, compliance among industry stakeholders is limited, and some standards are outdated or incomplete. The study recommends strengthening Viet Nam’s standardisation strategy for the PV sector, updating standards to align with international norms, expanding stakeholder participation, and increasing engagement with IEC Technical Committee 82.
Landscape Study
The study analyses the landscape of metrology and conformity assessment services for the PV sector in Viet Nam and their role in supporting the country’s ambitious solar energy targets. It finds significant gaps in quality infrastructure, including the absence of domestic calibration services, limited testing facilities, weak market surveillance, and insufficient training and certification for PV installers. The study recommends strengthening awareness, developing calibration and testing laboratories, improving market surveillance and commissioning schemes, and building technical capacity across Viet Nam’s PV value chain.
